The local hospital would hire you tomorrow, but human resources stops you at the first interview: your Nursing and Midwifery Council registration means nothing here, and without a French authorisation you cannot touch a patient. Or you are a solicitor in London, advising British buyers of Dordogne farmhouses for a decade, and you now want to open a genuine office in Bordeaux — only to learn that your practising certificate does not make you an avocat (the protected title for a lawyer admitted to a French bar). Perhaps you teach chemistry in Leeds and dream of a classroom in Toulouse. In each case the same shock awaits: since Brexit, a British qualification is a third-country qualification in France. The automatic European recognition you once enjoyed has gone, and a different machine now decides whether you may work — commissions, aptitude tests, adaptation periods, language checks and, at the end, an Ordre (the professional regulator which alone admits you to practice). This guide explains, for a British reader, which door your profession must knock on, what decision-makers test, how long they may take, and how to challenge a refusal before the French administrative courts, with the official texts and court decisions that prove every step.

I. Why your British diploma no longer opens the door by itself in France

A. The end of automatic European recognition and the two doors that replace it for Britons

Before Brexit, European Union law did the heavy lifting. Directive 2005/36/EC on the recognition of professional qualifications gave a nurse, teacher or architect qualified in one member state a structured path into every other one, with automatic recognition for the great sectoral professions and a general system of comparison, plus aptitude tests or adaptation periods only where training genuinely diverged. The Court of Justice and the French statutes built around that directive assumed the United Kingdom was inside the club. Since 1 January 2021 it is not. No mutual recognition agreement for professional qualifications was attached to the EU-United Kingdom Trade and Cooperation Agreement, and France now examines a diploma earned in Leeds or Glasgow exactly as it examines one earned in Dakar or Damascus: as a qualification from a country outside the Union and outside the European Economic Area. That single reclassification explains every difficulty described below, and it is also the source of the most expensive misunderstanding British professionals bring to France — the belief that a sworn translation of a degree certificate is enough. It is not. Translation proves what the paper says; recognition decides whether the paper lets you practise.

France then offers two completely different doors, and knocking on the wrong one wastes months. The first door is academic recognition: the ENIC-NARIC centre, hosted by France Éducation International, which the official service-public.fr guidance describes as the French information centre that issues an attestation of comparability for a foreign diploma, a service open regardless of nationality. The same official page carries the warning that decides many British files at a stroke: diplomas that qualify their holder for a regulated profession fall outside that certificate. In plain terms, the comparability certificate helps you enrol at a French university or reassure a private employer about the level of your studies, but it never authorises you to practise as a nurse, doctor, midwife, lawyer, architect or any other regulated professional. Regulated professions take the second door: an individual authorisation to practise (autorisation d’exercice), issued by the health minister, a regional authority or a professional body after examining your training, your experience and sometimes your French. The British government’s own Living in France guide points readers the same way, advising anyone planning to work in France to have foreign qualifications recognised (Living in France, GOV.UK). The rest of this article walks through that second door, profession by profession.

The nationality question deserves an answer before the detail, because it surprises most readers pleasantly. French law does not shut Britons out as people; it tests them as graduates. The flagship medical provision, Article L. 4111-1 of the Public Health Code (Code de la santé publique), opens with the blunt rule “Nul ne peut exercer la profession de médecin, de chirurgien-dentiste ou de sage-femme”, then requires a listed training title, then lists as its second condition being “De nationalité française, de citoyenneté andorrane ou ressortissant d’un Etat membre de l’Union européenne ou partie à l’accord sur l’Espace économique européen, du Royaume-Uni, du Maroc ou de la Tunisie” (Article L. 4111-1, Code de la santé publique, version in force on 16 October 2026). The United Kingdom is named: your passport is accepted, and holders of the listed French or European titles are even “dispensés de la condition de nationalité”. The battle is therefore never about your citizenship. It is about which training title you hold and which authorisation route that title unlocks — and for a purely British diploma, the European routes are closed by their own wording. Article L. 4131-1 on doctors and Article L. 4311-3 on general-care nurses both reserve their European recognition to a person who “est ressortissant d’un Etat membre de l’Union européenne ou partie à l’accord sur l’Espace économique européen” (Article L. 4131-1, Code de la santé publique; Article L. 4311-3, Code de la santé publique). A British citizen holding only a United Kingdom diploma cannot enter through those paragraphs. The individual authorisation route is the way in, and its mechanics are the next section.

B. The health route: individual authorisation, knowledge checks, language level and the regulator that admits you

For doctors, dental surgeons and midwives, the gateway is Article L. 4111-2 of the Public Health Code. It provides that the health minister, or by delegation the competent authority designated by decree in Council of State, “peut, après avis d’une commission nationale, majoritairement composée de professionnels de santé et comprenant notamment des délégués des conseils nationaux des ordres et des organisations nationales des professions intéressées, choisis par ces organismes, autoriser individuellement à exercer les personnes titulaires d’un diplôme, certificat ou autre titre permettant l’exercice, dans le pays d’obtention de ce diplôme, certificat ou titre, de la profession de médecin, dans la spécialité correspondant à la demande d’autorisation, chirurgien-dentiste, le cas échéant dans la spécialité correspondant à la demande d’autorisation, ou de sage-femme”. Three practical conditions follow, and each one ends real applications. First, candidates “doivent avoir satisfait à des épreuves anonymes de vérification des connaissances, organisées par profession et, le cas échéant, par spécialité” — the famous EVC (épreuves de vérification des connaissances), anonymous written examinations run by profession and speciality, with regulations fixing “le nombre maximum de candidats susceptibles d’être reçus”, a quota ceiling that does not apply to refugees, stateless persons and a few protected categories, but does apply to you (Article L. 4111-2, Code de la santé publique, version in force on 16 October 2026). Second, candidates must “justifier d’un niveau suffisant de maîtrise de la langue française”. Third, even authorised, nobody practises without inscription on the roll (tableau) of the relevant Ordre — the order of doctors, dental surgeons or midwives — which checks morality, independence and fitness alongside paperwork. A General Medical Council registration plus fluent holiday French will not carry you through an anonymous specialist examination; preparation is a project measured in months, and the Ile-de-France portal for health professionals with foreign diplomas usefully centralises where each file goes in the Paris region.

For general-care nurses the architecture is parallel but the paperwork runs through the regions. European titles listed by ministerial order enter through Article L. 4311-3; everyone else faces an individual examination of their file. Article L. 4311-4 provides that “L’autorité compétente peut, après avis d’une commission composée notamment de professionnels, autoriser individuellement à exercer la profession d’infirmier ou d’infirmière” holders of non-conforming or third-country titles, and where the comparison of initial training, relevant experience and lifelong learning “fait apparaître des différences substantielles au regard des qualifications requises pour l’accès à la profession et son exercice en France”, the authority may impose a compensation measure (Article L. 4311-4, Code de la santé publique). The two standard measures are an aptitude test (épreuve d’aptitude) or an adaptation traineeship (stage d’adaptation), left to the applicant’s choice. In Ile-de-France the application for paramedical professions goes to the DRIEETS (the regional directorate for the economy, employment, labour and solidarities), the Paris-region counterpart of the DREETS network, and the regional health portal confirms that anyone qualified outside the Union, the Economic Area or Switzerland “doit obtenir une autorisation d’exercice” from that directorate before any registration with the Ordre.

Two decisions of the Conseil d’État (the supreme administrative court, which hears final appeals against administrative decisions) show exactly how these commissions behave — and how judges control them. Both concerned third-country diplomas, which is precisely why they matter to Britons today: since Brexit, your Manchester or Edinburgh diploma is examined under the same third-country logic. In the first, decided 29 November 2022 (no. 444734), a Tunisian-trained nurse whose diploma had been recognised in Belgium as equivalent to the Belgian bachelor in nursing sought authorisation in France. The regional prefect made it conditional on a compensation measure, “consistant, au choix de l’intéressée, en une épreuve d’aptitude ou en un stage d’adaptation”. She never completed the measure in time, a second application was rejected, and the litigation climbed to the Conseil d’État, which restated the controlling principle: “il appartient à l’autorité compétente, saisie d’une demande d’autorisation d’exercice présentée sur le fondement de ces dispositions, d’apprécier, au vu de l’avis de la commission d’autorisation d’exercice, si les qualifications professionnelles du demandeur, titulaire d’un titre délivré par un Etat tiers et reconnu dans un Etat, membre de l’Union européenne ou partie à l’accord sur l’Espace économique européen, autre que la France, comme permettant d’y exercer la profession d’infirmier, présentent, au regard des qualifications requises pour l’accès à la profession d’infirmier et son exercice en France, des différences substantielles justifiant que l’intéressé soit soumis à une mesure de compensation”. The prefect had lawfully imposed the measure, assessed without distortion of the evidence, and the appeal was dismissed: “Mme B… n’est pas fondée à demander l’annulation de l’arrêt qu’elle attaque” (Conseil d’État, 5th-6th chambers combined, 29 November 2022, no. 444734). The lesson for a British nurse is direct: NHS years count as experience, but they do not erase a finding of substantial difference, and once a compensation measure is set, missing its deadline kills the file — a fresh application starts the clock again from zero.

The second decision, given 20 May 2022 (no. 436244), concerned a dentist trained in Damascus, recognised in Romania, who applied in France for authorisation as a dental surgeon. The director general of the National Management Centre for hospital practitioners (CNG, Centre national de gestion) “a déclaré irrecevable sa demande d’autorisation d’exercice de la profession de chirurgien-dentiste, présentée sur le fondement du II de l’article L. 4111-2 du code de la santé publique”. The Paris administrative court annulled the rejection and ordered reconsideration, the Paris appeal court reversed, and before the Conseil d’État the file changed shape: “par un arrêté du 15 juin 2021, le ministre des solidarités et de la santé l’a autorisé à exercer en France la profession de chirurgien-dentiste”, so that “le litige tendant à l’annulation des décisions ayant rejeté une demande antérieure d’autorisation d’exercice de cette profession a perdu son objet” and “Il n’y a pas lieu de statuer sur les conclusions à fin d’annulation” (Conseil d’État, 4th chamber, 20 May 2022, no. 436244). Three practical teachings emerge. First, the legal basis cited on the application form is decisive: the wrong paragraph of Article L. 4111-2 produces inadmissibility before anyone reads your merits. Second, parallel tracks move at different speeds — a later ministerial authorisation can overtake pending litigation. Third, fighting the old refusal stays useful even then, because the court ordered both the CNG and the State to pay the applicant 1,500 euros each in costs. Never frame an application by copying a friend’s file; frame it on the paragraph that matches your diploma, your speciality and the date you apply.

II. How teachers, lawyers and other regulated workers get through, and how to fight a no

A. Classrooms, courtrooms and payroll: who decides for teachers, solicitors and salaried staff

Teachers meet a split system. The door to the state classroom — a tenured post in a public school obtained by competitive examination (concours) — is governed by nationality rules for the civil service. Article L. 321-2 of the General Civil Service Code (Code général de la fonction publique) opens access to posts only to nationals “1° D’un Etat membre de l’Union européenne ; 2° D’un Etat partie à l’accord sur l’Espace économique européen ; 3° De la Principauté d’Andorre ; 4° D’un Etat pour lequel un accord ou une convention en vigueur l’a prévu”, adding that non-French officials can never receive functions inseparable from sovereignty (Article L. 321-2, Code général de la fonction publique). No France-United Kingdom convention reopens the concours to Britons, so a British teacher cannot become a tenured fonctionnaire of the Education nationale. What remains is wide and real: private schools under contract, international sections, language assistant schemes, higher education posts and private tutoring businesses all recruit British-qualified teachers, and here the ENIC-NARIC comparability certificate recovers its value as evidence of level for an employer, even though it never replaces a professional authorisation where one is required. Assemble the file early — degree, transcripts, proof of teaching qualification such as the PGCE, employment references and criminal-record checks from both countries — because rectors and head teachers decide on complete files, and an incomplete summer application quietly becomes a lost September.

Lawyers face the strictest door of all, and the Cour de cassation (the supreme court for civil and criminal matters) has spelled out its lock. A solicitor of England and Wales who wants to plead before French courts must join a French bar as an avocat; advising on English law from France without that title exposes the practitioner to prosecution for illegal practice. On 19 June 2019 the First Civil Chamber restated the rule for lawyers from outside the Union and the Economic Area — the category in which British solicitors have sat since Brexit. It held that “l’avocat ressortissant d’un Etat ou d’une unité territoriale n’appartenant pas à l’Union européenne ou à l’Espace économique européen, s’il n’est pas titulaire du certificat d’aptitude à la profession d’avocat, doit subir, pour pouvoir s’inscrire à un barreau français, les épreuves d’un examen de contrôle des connaissances en droit français selon des modalités fixées par décret en Conseil d’Etat”, and that this examination exists for reasons no equivalence argument can waive, being “destinées à garantir les droits de la défense ainsi qu’une bonne administration de la justice devant les juridictions françaises”. Only a French certificate of aptitude for the legal profession (CAPA, certificat d’aptitude à la profession d’avocat), earned through the French bar-school system, exempts the applicant — and a foreign certificate counts only if “délivré conformément aux articles 68 et suivants du décret n° 91-1197 du 27 novembre 1991 organisant la profession d’avocat” (Cour de cassation, First Civil Chamber, 19 June 2019, no. 18-12.671). In practice a London solicitor therefore chooses between the long road — French bar school and the CAPA — and the short road of the knowledge examination in French law, prepared in French, before the bar council (conseil de l’Ordre) of the chosen city. A separate, narrower status for foreign lawyers giving legal advice without pleading exists under the 2018 reform of consultation practice, but it never converts into advocacy. Check with the Paris or Lyon bar council which sittings are scheduled before resigning any London position.

Behind every regulated file sits a second, quieter authorisation that many Britons discover last: the right to work as an employee at all. Recognition of your diploma and permission to work are cumulative, not alternative: the hospital that wants your nursing skills still needs your work permit to be in order, and the prefecture that issues residence documents still wants proof that your profession lets you practise. British residents protected by the Withdrawal Agreement use their dedicated cards, while newcomers need the visa and permit matching their situation before the qualification file is even opened — the long-stay visa mechanics, including what happens when a visa is refused, are explained in our guide to challenging a French long-stay visa refusal. Run both tracks together from day one; a perfect authorisation to practise cannot rescue an expired right to stay, and a perfect visa cannot rescue an unauthorised practice.

B. Refusals, deadlines and the Paris-region map: turning a no into a reasoned yes

Refusals in this field are rarely personal; they are almost always documentary, and documentary refusals can be repaired. The classic failure points recur across professions: the wrong legal basis ticked on the form, as in the dental case above; a diploma without the sworn translation and the legalisation or apostille the commission expects; experience certificates that state a job title but not the tasks performed, so the commission cannot map them onto French training content; a compensation measure ignored until its deadline expires, as in the nursing case; and a language level asserted but never certified, where the statute expressly demands proof. Before any court, exhaust the file route: ask the deciding body for the full reasoning of an implicit or terse refusal — an unreasoned decision is harder to defend — then file a free informal appeal to the same authority (recours gracieux) and, for health professions, a hierarchical appeal to the minister (recours hiérarchique), both of which extend the time to go to court while a new decision is pending. Attach what was missing rather than arguing about what was there: comparative tables of curricula module by module, detailed employer attestations describing procedures performed and patients or clients handled, evidence of continuing professional development, and a certified French test result. Commissions reverse themselves on completed files far more often than courts reverse commissions, and every supplement you file now becomes evidence later.

If the administration says no twice, the administrative court (tribunal administratif) hears the challenge, and its door shuts fast. Two months from notification, not from when you feel ready: have the refusal translated the week it arrives, diary the deadline from the acknowledgement of receipt, and remember that a well-crafted recours gracieux filed within those two months restarts the clock. In Paris and the Ile-de-France the geography matters. Paramedical authorisations go to the DRIEETS of Ile-de-France; medical EVC and CNG files are handled nationally but pleaded in Paris; the Paris administrative court sits in the 4th arrondissement and hears the bulk of British applicants’ cases given where Britons cluster for hospital and legal work; appeals go to the Paris administrative court of appeal, with the Conseil d’État as final judge on points of law. Ask the court, alongside annulment (recours pour excès de pouvoir), for an injunction to reconsider (injonction de réexamen) within a stated delay, as the Paris court granted the dentist at first instance, and for costs under Article L. 761-1 — orders the Conseil d’État itself confirmed in both decisions studied above. Where the dispute concerns the Ordre‘s refusal of registration rather than the State’s refusal of authorisation, the appeal lies to the disciplinary and administrative courts of the profession and then to the Cour de cassation for the liberal professions under the relevant statutes, so identify the author of the decision before choosing the judge: suing the wrong defendant wastes the two months you cannot recover.

Conclusion

A British diploma still has real value in France, but since Brexit that value must be converted through French procedures: comparability for study and general employment, individual authorisation with examinations or compensation measures for health and other regulated work, the CAPA or the knowledge examination for the bar, and a work permit alongside them all. Name the correct legal basis on the first form, certify the language level the statute demands, complete any aptitude test or adaptation period inside its deadline, and register with the Ordre before practising. If the answer is no, repair the file first through recours gracieux, then take the reasoned refusal to the administrative court within two months and ask for reconsideration plus costs. Prepared files pass; assumed equivalences fail. Start the recognition track the day the move to France becomes serious, not the day the job offer arrives.

British nurse, teacher or solicitor moving to France?
