Now the first card is running out, and you expected the next step to be a formality — the multi-year card (carte de séjour pluriannuelle, the permit valid for up to four years) that frees you from annual prefecture queues. Since 1 January 2026, it is no longer a formality. France now requires most first-time applicants for that multi-year card to prove a working command of French at level A2 of the Common European Framework and to pass a civic exam (examen civique, the written test on republican values, institutions and daily life in France), and it requires level B1 for the ten-year resident card (carte de résident). Fail either test, and the prefect (préfet, the State representative in the département who decides on permits) can refuse the upgrade — leaving you on short cards, or worse, with no card at all.

This guide is written for British citizens holding standard French permits after Brexit — employees, entrepreneurs, visitors and family members — and it follows the order in which the problem actually hits you. First, what France requires before issuing the multi-year card: the integration contract, the civic exam and the A2 certificate, with the exact statutory wording and the exemptions that matter after 65 or for health reasons. Second, what happens if you fall short and how to challenge a refusal: the fallback permits, the three-month cover that preserves your rights after expiry, and the appeals that can overturn the decision, with Paris and Île-de-France practical details throughout. Holders of a Withdrawal Agreement card follow a separate track described in our guide to renewing your Withdrawal Agreement residence permit; if that is your status, start there. Everyone else — which since 2021 means nearly every newly arrived Briton — should read on, because the family of permits described in our newcomer visa and residence hub now comes with a language lock on the door.

I. What France now requires before issuing your first multi-year permit

The reform that changed the renewal landscape is the immigration Act of 26 January 2024 (loi n° 2024-42 pour contrôler l’immigration, améliorer l’intégration), whose language and civic-test provisions for first multi-year and resident cards took effect on 1 January 2026. The official service-public.fr notice puts the headline plainly: non-European foreigners applying for a first multi-year card or a first resident card must now demonstrate command of French at level A2 for multi-year cards and level B1 for resident cards, proven by a diploma, a professional certification or a language certificate, and success in the civic exam is likewise compulsory for both cards. What follows unpacks each requirement from the statute itself, so you know precisely what the prefecture clerk is checking when your file lands on the desk.

A. How the integration contract and the civic exam decide your file

Everything starts the year you arrive, with a document many Britons signed at the OFII (Office français de l’immigration et de l’intégration, the State office for immigration and integration) without realising its later weight: the Republican integration contract (contrat d’intégration républicaine, universally shortened to CIR). The statute makes the logic explicit: “L’étranger admis pour la première fois au séjour en France ou qui entre régulièrement en France entre l’âge de seize ans et l’âge de dix-huit ans révolus, et qui souhaite s’y maintenir durablement s’engage dans un parcours personnalisé d’intégration républicaine.” That personalised republican integration pathway has stated objectives — the foreign newcomer’s understanding of the Republic’s values and principles, learning French, social and occupational integration and access to independence — and, subject to the statutory exceptions, the foreigner entering that pathway “conclut avec l’Etat un contrat d’intégration républicaine par lequel il s’engage à suivre les formations et dispositifs d’accompagnement qui lui sont prescrits.” In practice the OFII summons you to a welcome visit, assesses your French, prescribes civic training (formation civique, compulsory sessions on republican values, institutions, rights and duties, and French society) and, where your level requires it, language training (formation linguistique, State-prescribed French classes), plus careers guidance geared to employment.

Two features of that pathway now carry decisive legal weight at renewal time. First, the civic training ends in an exam, and the exam can be retaken: “La formation civique mentionnée au 1° donne lieu à un examen.” And if you fail, the statute gives you an explicit second chance: “L’étranger peut se représenter à cet examen, à sa demande et à tout moment, lorsqu’il a obtenu un résultat inférieur aux seuils mentionnés au premier alinéa de l’article L. 413-7 et au 2° de l’article L. 433-4.” That sentence matters enormously, because it means a failed civic exam is never final: you may sit it again on request, at any time, and each attempt is documented. Keep every summons, attendance slip and result notice the OFII gives you, because the prefecture does not take your word for attendance — it asks the OFII, and the regulation tells the prefect exactly what to check. For the multi-year card, “le préfet apprécie si l’étranger a respecté les engagements souscrits dans le cadre du contrat d’intégration républicaine”, verifying in particular, on the basis of material sent by the OFII, “de l’assiduité et du sérieux de la participation de l’étranger à la formation civique mentionnée à l’article R. 413-12 et, lorsqu’elle a été prescrite, à l’ensemble de la formation linguistique mentionnée à l’article R. 413-13 ainsi que, dans le cadre de la formation linguistique, de sa progression à l’issue de la formation par rapport au niveau initial évalué par l’office”. Attendance (assiduité) and seriousness (sérieux) are therefore legal conditions, not background colour: missed sessions without an exceptional reason, or a file showing you coasted through language classes with no progress from your assessed starting level, can sink the application even before the exam results are opened.

The five statutory conditions for the first multi-year card are then listed together in one article, and you should read them as a checklist against your own file. The article adds two further conditions — that you had access to free French classes in your département of residence (“Il a bénéficié des conditions nécessaires à l’apprentissage de la langue française par l’accès à des cours gratuits dans son département de résidence”) and that you still meet the conditions of the temporary card you held — and it closes with a sentence applicants often miss: the multi-year card bears the same mention (mention, the status label such as salarié, entrepreneur or visiteur printed on the card) as the temporary card you previously held. You are not applying for a better status; you are asking for the same status in a longer format, and every condition of that status must still be satisfied.

Practical consequences follow directly. Book and attend every OFII session, including language classes even if your spoken French feels adequate, because the file the prefect reads is the OFII transmission, not your self-assessment. Sit the civic exam early enough that a failure still leaves time for a resit before your current card expires — the statute allows resits at any time on request, so a first failure in spring can become a pass by autumn if you act promptly. If illness, a family emergency or an employer’s posting kept you from sessions, assemble the evidence now (medical certificates, travel records, employer letters), because the statute excuses lapses only for exceptional circumstances (circonstances exceptionnelles), and prefectures construe that narrowly. And check which mention your card bears: holders of certain temporary mentions, including the visiteur card, are dispensed from signing the integration contract at all — the statute lists, among others, “De la carte de séjour temporaire portant la mention ” visiteur ” prévue à l’article L. 426-20″ — and the language condition in point 3 above expressly does not apply to foreigners dispensed from the contract. That exemption is real but narrow and mention-specific, so verify your own card’s mention on the ANEF portal (Administration numérique pour les étrangers en France, the online foreign-nationals system where renewals are filed) rather than assuming your neighbour’s situation matches yours.

B. How to prove A2 French, who is excused, and why B1 is already on your horizon

Level A2 is the second rung of the six-level European scale (A1, A2, B1, B2, C1, C2): not fluency, but survival-plus — understanding frequently used everyday expressions, communicating during routine tasks, and talking about immediate needs, exactly as the statute phrases it. The official guidance confirms the level structure (A2 for first multi-year cards, B1 for first resident cards) and lists three families of proof. First, language certificates from approved bodies: the TCF (test de connaissance du français, the French-knowledge test run by France Éducation international), the TEF, or equivalent certifications, taken in person at an examination centre in a single same-day session, with the certificate carrying your photograph taken before the exam. Second, diplomas: the DELF (diplôme d’études en langue française) at A2 or above, the DALF, the professional DELF Pro, the DCL (diplôme de compétence en langue) from the education ministry, the DFP business-French diploma from the Paris Chamber of Commerce and Industry, or a university DUEF at A2 or above. Third, French national education at level 3 or above — a CAP, BEP, CFG or the brevet diploma — which proves schooling in French. Two traps catch British applicants here: language certificates are typically valid for two years, so a TCF sat for a 2024 visa application may already have expired when the prefecture examines your 2026 file; and diplomas issued by a foreign authority in a foreign country, even a francophone one, are not accepted — your GCSE French, however cherished, proves nothing in this procedure.

Three groups escape all or part of the requirement, and each should be checked against your household. Applicants over 65 are freed from the civic exam for the multi-year stage and from both language and exam conditions at the resident-card stage: the regulation states plainly that “Les étrangers âgés de plus de soixante-cinq ans ne sont pas soumis aux conditions relatives à la réussite à l’examen civique.” People with a disability or a chronic deficient state of health incompatible with the standard tests may obtain adjusted exam conditions or a waiver of the diploma and certificate production, under the joint ministerial order of 30 December 2025 cited on service-public.fr — but the adjustment must be requested with medical evidence, it is not automatic, and you should start that request months before filing. And as noted above, the multi-year language condition does not apply to foreigners dispensed from signing the integration contract, a list that turns on the mention of your current card. Couples should note the perverse arithmetic this creates: a working spouse on a salarié mention signs the contract, trains, and must prove A2, while a non-working spouse on a visiteur mention may be dispensed — yet the dispensed spouse who later seeks a resident card in their own right will face the B1 bar described below. Plan the household’s permits as a set, not person by person.

That B1 horizon deserves emphasis, because the multi-year card is only a staging post. The first resident card — the ten-year permit that finally stabilises your position — is conditioned on republican integration assessed in particular on the civic-exam result and on French command defined as the ability “de nature à lui permettre au moins de comprendre des conversations suffisamment claires, de produire un discours simple et cohérent sur des sujets courants et d’exposer succinctement une idée”, with the implementing regulation fixing the proof at “un niveau égal ou supérieur au niveau B1 du cadre européen commun de référence pour les langues du Conseil de l’Europe” plus the civic-exam pass certificate. B1 means holding a simple coherent conversation on everyday subjects and summarising an idea — a genuine step above A2’s routine-task communication. The certificates that prove A2 today (DELF A2, TCF at A2) will not suffice tomorrow; if your four-year card runs 2026–2030, your B1 preparation starts the day the multi-year card arrives, not the year it expires. The United Kingdom side of your life needs no parallel step — London imposes no exit test — but the direction of travel in Paris is unmistakable, and every year of delay raises the bar you will eventually have to clear.

II. When the prefect says no: fallback permits, the three-month cover, and how to challenge a refusal

A refusal of the multi-year card is not the end of your residence in France, but it is the start of a clock you must respect. The prefecture’s decision arrives as a written refusal, sometimes paired with an order to leave French territory (obligation de quitter le territoire français, shortened to OQTF) or a simple invitation to apply for a different status. Your response has three layers — securing your immediate right to stay and work, fixing the missing requirement, and contesting the decision itself — and they must be handled in that order, because an appeal filed after the deadline, or from a position of irregular stay, loses most of its force.

A. What a failed test or a missed session costs you, and how to stay lawful while you fix it

The most common failure patterns are brutally ordinary: an A2 certificate that expired before the appointment, a civic-exam score below the threshold with no resit booked, OFII sessions skipped during a busy work year, or a file lodged late so the card expired before the prefect decided. None of these automatically produces an OQTF, and the first question is always what permit you can still hold. In most cases the answer is a renewed one-year temporary card under the same mention, provided you still meet that mention’s conditions — the salary threshold for salarié, the business viability for entrepreneur, the resources and health insurance for visiteur — while you complete the missing language or exam step. Treat the renewed temporary card as a repair year: rebook the civic exam at once (the statute allows resits at any time on request), sit a fresh in-person language certificate in a single-day session, attend every remaining OFII class, and reapply for the multi-year card from a complete file. A refusal grounded on a missing certificate is often reversed on reapplication alone, without any court, once the document exists.

While you repair the file, the statute protects your daily life after expiry more generously than most applicants realise. Where you applied for renewal before the old card expired, you may prove the regularity of your stay by presenting the expired card for up to three months from its expiry date — and, crucially, “Pendant les périodes définies au présent article, l’étranger conserve l’intégralité de ses droits sociaux ainsi que son droit d’exercer une activité professionnelle.” During those covered periods you keep the whole of your social rights and your right to work. In practice the ANEF system issues a provisional document (récépissé, the receipt acknowledging your pending application, or an attestation de prolongation d’instruction) that you show to your employer, your bank and the health insurance fund (CPAM) alongside the expired card. Two warnings, both learned the hard way by applicants in Paris and the inner suburbs. First, the cover depends on having applied before expiry: a late application breaks the chain, and the months between expiry and filing are irregular stay with no right to work, however strong your eventual file. Diarise the ANEF opening window (most renewals can be lodged from four months before expiry) and file early. Second, some employers and banks misread the récépissé and suspend contracts or freeze onboarding; carry a printout of the statutory sentence above and, if human resources objects, ask the prefecture’s foreigners’ office for a written confirmation of the right to work during processing — Paris-issued attestations routinely state it, and a single email from the prefecture usually unblocks the file.

Paris and Île-de-France add their own layer of procedure worth knowing in advance. British residents of the capital file through the Paris police prefecture (préfecture de police de Paris), whose foreigners’ office handles volumes no provincial prefecture approaches; residents of the inner and outer ring file with the prefecture of their département of residence (Hauts-de-Seine, Seine-Saint-Denis, Val-de-Marne, Yvelines, Essonne, Val-d’Oise, Seine-et-Marne), and the file follows the home address, not the workplace. OFII language classes in the region are allocated by generation and fill quickly in autumn, so a summer OFII summons ignored becomes an October scramble with no free seat before your card expires. Civic-exam sessions likewise concentrate in regional centres with capped places. If your file is already late, go in person to the prefecture’s reception with your ANEF filing reference, your expired card and your employment contract or business registration: counter staff cannot grant the card, but they can confirm your filing is recorded, which is what keeps the three-month cover alive and documented.

B. How to challenge the refusal: remedies, deadlines and the Paris courts that decide

Start by reading the refusal letter as a lawyer would, because French administrative decisions must state their reasons, and the stated reason dictates your remedy. A refusal grounded on the civic-exam score invites a resit plus a fresh application or a hierarchical appeal showing the new pass certificate; a refusal grounded on alleged non-attendance at OFII training invites evidence of attendance or of exceptional circumstances (hospital records, employer mission orders, proof the OFII never summoned you); a refusal grounded on an expired or non-qualifying language certificate invites a fresh in-person certificate at the right level. Where the stated reason is factually wrong — the prefecture claims you missed sessions you attended, or rejects a valid DELF — an informal fix is often fastest: a recorded-delivery letter (recours gracieux, the free appeal to the authority that decided, asking it to reconsider) or an appeal to the minister (recours hiérarchique, the appeal to the superior authority, in practice the Interior Ministry’s foreigners’ directorate) attaching the missing or correcting documents, filed within two months of notification. These appeals cost nothing, suspend nothing by themselves, but frequently succeed where the defect was documentary: prefectures reverse irreproachable files rather than defend them. If an OQTF accompanies the refusal, the appeal structure changes entirely — the OQTF carries its own short challenge deadline (typically 30 days, sometimes 48 hours in detention-adjacent cases, always stated in the order) before the administrative court, and that deadline devours the ordinary two-month period. An OQTF attached to a language-based refusal must be challenged immediately; treat it as the emergency it is.

The court challenge is the administrative appeal for excess of power (recours pour excès de pouvoir before the administrative tribunal), and its gateway rule is strict: “La juridiction ne peut être saisie que par voie de recours formé contre une décision, et ce, dans les deux mois à partir de la notification ou de la publication de la décision attaquée.” Two months from notification of the refusal — not from the expiry of the card, not from the failed exam — and the tribunal checks, in language cases, three things above all: whether the prefect correctly applied the level and proof rules (A2 with the listed diplomas and certificates for the multi-year card, B1 for the resident card, civic-exam pass at the set threshold), whether the file shows the required OFII transmissions on attendance and progress, and whether any exemption (over 65, disability arrangement, dispensed mention) was overlooked. Judges in this field annul refusals where the prefecture demanded more than the statute (an expired-certificate rejection where the certificate was in fact valid at the decision date, a B1 demand for a multi-year card, an exam requirement imposed on an over-65 applicant), where the reasoning is stereotypic rather than individual, or where a manifest error of assessment is shown — for example, treating documented hospitalisation as simple absence. File with the tribunal of your home address: the Montreuil administrative tribunal for Seine-Saint-Denis and much of the east, Paris for the capital, Cergy-Pontoise for the west and north-west, Versailles for the south-west, Melun for Seine-et-Marne. The filing is made by petition (requête) with the refusal, the ANEF history, OFII records, certificates and exam results attached; ask in the same petition for a stay only where a removal order is attached, because ordinary refusals without an OQTF leave you free to reapply while the case runs. And keep reapplying in parallel: nothing in the court case prevents a fresh, complete application from succeeding faster than the judgment.

Conclusion

The multi-year card is still yours to claim after a first year of lawful stay — but since 1 January 2026 the claim passes through French: A2 proven by an accepted diploma or a fresh in-person certificate, the civic exam passed at the set threshold with unlimited resits on request, and an OFII record showing attendance, seriousness and progress from your assessed starting level. Holders of a Withdrawal Agreement card stay on their separate track; everyone else on standard mentions should treat the language file as part of the renewal itself, filed early through ANEF, with certificates dated to be valid on decision day. If the prefect refuses, the repair path is usually short — a renewed temporary card, the three-month cover preserving work and social rights, a resit, a fresh certificate, a documented reapplication — and where the refusal misstates the facts or demands more than the statute, the gracious and hierarchical appeals, then the administrative tribunal within two months, exist to correct it. The households that struggle are not those with weak French but those who discover the requirement at the appointment; read the five conditions of the statute against your file a year ahead, and the language lock opens on the first turn of the key.

Since 1 January 2026, Britons seeking a first carte de sejour pluriannuelle must prove A2 French and pass the civic exam, with B1 for the carte de resident.
