The case concerned EU coordination regulations, but the logic carries straight into the British situation under the Withdrawal Agreement and the EU-UK Trade and Cooperation Agreement&#8217;s protocol on social security coordination, which preserve single-state coverage and S1-type mechanisms for those within their scope. If the United Kingdom is the competent state for your healthcare and you hold a valid S1, France provides the treatment but Britain foots the bill, and you must not also pay French health contributions on the same income.<\/p>\n<p>Registration of the S1 is a CPAM formality, but it must be done properly. Take the original S1 to your local CPAM, ask for it to be recorded, and keep a stamped copy with the date. The GOV.UK guidance tells S1 holders to register the form with the local CPAM office, and the French health insurance network publishes its own instructions for each worker status. Once recorded, you receive a French social security number, you access care on the same terms as a French insured person, and the cross-border billing runs behind the scenes between the two states. Do not let anyone tell you that an S1 is only for tourists: tourists use a GHIC (Global Health Insurance Card, the card for medically necessary care during temporary stays), residents use an S1, and the two must never be confused. Are you economically inactive in France with no S1, living on savings, rental income or a private pension. A British couple is often split across two answers, one spouse on an S1 as a pensioner and the other on the PUMA, and that is perfectly normal. File one application per person, on the right basis each time, and never let the CPAM merge two different legal situations into one confused file.<\/p>\n<p>A final warning before we reach disputes: keep originals of everything the coordination system produces. S1 forms get lost between Newcastle and your CPAM with depressing regularity, A1 certificates expire mid-posting, and GHIC cards expire unnoticed in a drawer. Photograph every document, keep the registered-post slips, and note the name of every adviser who tells you that you need nothing further. When a refusal lands a year later, as they do, the file you built in ten quiet minutes decides the case.<\/p>\n<h2>II. What happens when the CPAM refuses or stalls, how long is the carte vitale wait and how do I challenge a no<\/h2>\n<h3>A. Why does my carte vitale take six months and how do I get treatment meanwhile<\/h3>\n<p>The carte vitale delay is the most complained-about feature of French healthcare administration, and it is useful to understand that most of the wait is structural rather than personal. The administrative battle and the medical reality run on separate tracks, and you must win the second even while fighting the first.<\/p>\n<h3>B. How do I challenge a CPAM refusal letter and get the decision overturned<\/h3>\n<p>Every refusal letter deserves the same first ritual: read it twice with a highlighter. For a lawful-stay dispute, put the immigration status beyond argument: passport pages, visa vignette, WARP card or carte de s\u00e9jour with validity dates, pr\u00e9fecture receipts.
