Since Brexit that car is no longer an EU vehicle on a routine hop across the Channel. It is a third-country vehicle, you are a third-country national living in France, and three French clocks started ticking the day you arrived: the one-month deadline to apply for a French certificat d&#8217;immatriculation (the registration certificate everyone still calls the carte grise), the obligation to hold French motor insurance from the moment you become resident, and the need for a French contr\u00f4le technique (the periodic roadworthiness test, the rough equivalent of the MOT) once the car falls due. Miss any of them and the same drive to the shops can end with a fine, an immobilisation order, or your car in the fourri\u00e8re, the official vehicle pound, with the storage bill running daily at your expense. This guide walks you through the whole chain in order: notifying the DVLA and clearing French customs, registering the car with the ANTS (the Agence nationale des titres s\u00e9curis\u00e9s, the national agency for secure documents that issues registration certificates), sorting roadworthiness and insurance, and challenging the ticket or the impound decision if the police say you got it wrong.<\/p>\n<h2>I. Making your British car French: registration, roadworthiness and insurance after Brexit<\/h2>\n<p>France does not have one single vehicle formality. It has four separate ones, handled by four different bodies, and each one can sink the others if you neglect it. Customs wants its clearance paper. The ANTS wants the registration file. An approved contr\u00f4le centre wants to inspect the car. And a French insurer wants to cover your liability before the wheels turn. Take them in that order and keep every receipt, because the paper trail is what saves you at the roadside and before the court.<\/p>\n<h3>A. Telling the DVLA, clearing customs and registering with the ANTS within one month<\/h3>\n<p>Start on the British side before the ferry sails. The gov.uk guidance on taking a vehicle out of the country treats any absence of twelve months or more as a permanent export that must be notified to the DVLA. In practice you complete the permanent-export section of the V5C log book, keep the remainder of the document for the French registration file, and post the completed section to the DVLA in Swansea, adding a letter with your new address where a vehicle-tax refund may be due. Keep a copy of everything you send, because the French file will ask what the car was and where it came from, and the V5C remainder is your proof. A car arriving from the United Kingdom is now an import from outside the European Union, not an intra-Community transfer. The ANTS procedure for registering a second-hand vehicle bought abroad therefore asks for a customs clearance certificate (the form 846A) or, failing that, a written exemption statement from the customs authorities, as the official service-public.fr English page explains (see the <a href=\"https:\/\/www.service-public.gouv.fr\/particuliers\/vosdroits\/F1050?lang=en\">service-public.fr registration page<\/a> and the <a href=\"https:\/\/pha.ants.gouv.fr\/demarches-en-ligne\/immatriculer-pour-la-premiere-fois-un-vehicule-en-france\/immatriculation-d-un-vehicule-d-occasion-acquis-a-l-etranger\">ANTS foreign-vehicle page<\/a>). In practice, contact the customs office (bureau de douane) of your future French home before you ship the car: households genuinely transferring their residence to France can often bring their long-owned car in free of duty and VAT under the personal-effects relief, but the relief has conditions on length of prior ownership and use, it must be claimed with the right form, and if you miss it the bill can reach 20 percent VAT plus 10 percent duty on the car&#8217;s assessed value. Never assume the ferry booking counts as a customs declaration. Get the 846A certificate or the written exemption first, because without one of them the ANTS will simply refuse the file.<\/p>\n<p>Then comes the French registration itself, and the deadline is short. The same service-public.fr page states the deadline without ambiguity: owners have one month to apply for the new registration certificate, online or through an authorised motor-trade professional. The application goes to the Minister of the Interior through the ANTS website or the Simplimmat application, or through an authorised motor-trade professional (garagiste habilit\u00e9). The statute behind that page is <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000045025490\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000045025490\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">article R. 322-1 of the Code de la route<\/a>, which opens: &#8220;Tout propri\u00e9taire d&#8217;un v\u00e9hicule \u00e0 moteur autre qu&#8217;un cyclomobile l\u00e9ger, d&#8217;une remorque dont le poids total autoris\u00e9 en charge est sup\u00e9rieur \u00e0 500 kilogrammes ou d&#8217;une semi-remorque et qui souhaite le mettre en circulation pour la premi\u00e8re fois doit faire une demande de certificat d&#8217;immatriculation en justifiant de son identit\u00e9.&#8221; Your British file must add the import-specific pieces on top of the standard ones: proof of identity, proof of French address, the V5C and bill of sale, the customs 846A or exemption, and the Certificate of Conformity (COC) issued by the manufacturer proving the car meets an approved European type, or failing that a single-vehicle approval (r\u00e9ception \u00e0 titre isol\u00e9) through the DREAL, the regional environment and planning authority. Right-hand-drive cars with a full European COC normally pass this stage, but headlamp dip direction, rear fog light position and speedometer markings in miles per hour are the three classic traps, so budget for the beam-deflector or headlamp work before the inspection rather than after a refusal.<\/p>\n<p>Two companion duties complete the registration picture. First, the ANTS may ask you to prove insurance and a driving licence for the vehicle category at any point: <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000045025490\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000045025490\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">article R. 322-1 of the Code de la route<\/a> further requires the owner to be able to prove, on demand: &#8220;De la souscription, pour le v\u00e9hicule consid\u00e9r\u00e9, d&#8217;une assurance conforme aux dispositions de l&#8217;article L. 211-1 du code des assurances&#8221; and, where the owner is a private individual, a driving licence covering the relevant vehicle category, a point on which the provision cross-refers to article L. 322-1-1. That cross-reference matters for British licence holders: <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000033436970\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000033436970\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">article L. 322-1-1 of the Code de la route<\/a> states that &#8220;Lorsque qu&#8217;une personne physique propri\u00e9taire d&#8217;un v\u00e9hicule effectue une demande de certificat d&#8217;immatriculation, ce certificat est \u00e9tabli \u00e0 son nom si cette personne est titulaire d&#8217;un permis de conduire correspondant \u00e0 la cat\u00e9gorie du v\u00e9hicule consid\u00e9r\u00e9.&#8221; If your UK licence was never exchanged and you cannot evidence the matching entitlement, the certificate goes in someone else&#8217;s name, which is exactly the administrative tangle you want to avoid, so sort the licence exchange in parallel with the car file. Second, once the car carries French plates, every later move of house restarts a smaller clock: <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000035433246\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000035433246\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">article R. 322-7 of the Code de la route<\/a> provides that &#8220;Tout propri\u00e9taire d&#8217;un v\u00e9hicule soumis \u00e0 immatriculation doit, dans le mois qui suit le changement de domicile, de si\u00e8ge social ou d&#8217;\u00e9tablissement d&#8217;affectation ou de mise \u00e0 disposition du v\u00e9hicule, adresser par voie \u00e9lectronique une d\u00e9claration au ministre de l&#8217;int\u00e9rieur l&#8217;informant de ce changement.&#8221; Fines go to the address on the file, so an out-of-date address means you learn about the ticket from the major\u00e9e, the increased penalty, months later.<\/p>\n<p>If instead of importing you buy a car already in France, the seller&#8217;s paperwork duty is just as strict and the courts enforce it. When a used vehicle already registered changes hands, <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000051740232\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000051740232\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">article R. 322-4 of the Code de la route<\/a> requires that &#8220;En cas de changement de propri\u00e9taire d&#8217;un v\u00e9hicule soumis \u00e0 immatriculation et d\u00e9j\u00e0 immatricul\u00e9, l&#8217;ancien propri\u00e9taire doit effectuer, dans les quinze jours suivant la cession, une d\u00e9claration au ministre de l&#8217;int\u00e9rieur l&#8217;informant de cette cession et indiquant l&#8217;identit\u00e9 et le domicile d\u00e9clar\u00e9s par le nouveau propri\u00e9taire.&#8221; The seller must bar through the old certificate, hand it over, and declare the sale within fifteen days, while you as buyer apply for the new certificate within the month. Judges treat the registration document as part of what the seller owes you, not as an optional extra. In a judgment of 25 September 2025 the Tribunal judiciaire de Vannes recalled that under the Civil Code the seller&#8217;s delivery duty is wide: the court cited the rule that the &#8220;obligation de d\u00e9livrer la chose comprend ses accessoires et tout ce qui a \u00e9t\u00e9 destin\u00e9 \u00e0 son usage perp\u00e9tuel&#8221;, and the buyer&#8217;s claim shows the remedy sought in these cases: &#8220;Condamner le garage AUTOCCASION 29 \u00e0 remettre \u00e0 Monsieur [E] le certificat d&#8217;immatriculation du v\u00e9hicule et ce sous astreinte de 100 \u20ac par jour de retard pass\u00e9 un d\u00e9lai de 8 jours \u00e0 compter de la notification de la d\u00e9cision&#8221; (Tribunal judiciaire de Vannes, 25 September 2025, no. 24\/00721, <a href=\"https:\/\/www.courdecassation.fr\/decision\/68daed3c763c15057e58f0c9\">full judgment on courdecassation.fr<\/a>). For a British buyer this is a practical shield: never drive away with only the keys and a handshake. Insist on the barred certificate, the signed cession declaration (d\u00e9claration de cession) and the contr\u00f4le technique report where one is due, and check the fifteen-day seller declaration has been made, because an undeclared sale leaves the old owner&#8217;s name on the national file and their fines landing on your doormat.<\/p>\n<h3>B. Passing the contr\u00f4le technique and taking out French insurance before you drive<\/h3>\n<p>Registration gets the car a French identity. Roadworthiness and insurance make it lawful to move. British newcomers sometimes assume a valid MOT and an unexpired UK policy cover the transition period. They do not, or at least not in the way that matters once you live here. An MOT is a British certificate for a British-registered vehicle; once you are resident in France and the car must carry French plates, only a French contr\u00f4le technique counts, and a UK insurer&#8217;s European cover note is written for holidays and temporary stays, not for a policyholder who has moved their permanent home abroad. Drive for months on the old combination and you accumulate two separate offences at once, each with its own penalty scale.<\/p>\n<p>The contr\u00f4le technique is run by the State or by State-approved controllers in approved centres: <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000039785360\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000039785360\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">article L. 323-1 of the Code de la route<\/a> states that &#8220;Lorsqu&#8217;en application du pr\u00e9sent code, des v\u00e9hicules sont astreints \u00e0 un contr\u00f4le technique, celui-ci est effectu\u00e9 par les services de l&#8217;Etat ou par des contr\u00f4leurs agr\u00e9\u00e9s par l&#8217;Etat dans des installations agr\u00e9\u00e9es.&#8221; For ordinary cars the rhythm is fixed by <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000034075672\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000034075672\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">article R. 323-22 of the Code de la route<\/a>: first test &#8220;D&#8217;un contr\u00f4le technique dans les six mois pr\u00e9c\u00e9dant l&#8217;expiration d&#8217;un d\u00e9lai de quatre ans \u00e0 compter de la date de leur premi\u00e8re mise en circulation&#8221;, then repeat inspections every two years after that, under the same <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000034075672\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000034075672\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">article R. 323-22<\/a>. The same article requires a test before any transfer of a car older than four years unless one was done in the previous six months, which is why a private purchase without a recent report should ring alarm bells. Book the test as soon as the car lands if its fourth birthday is near or past, because the ANTS file for an older imported vehicle will expect a valid report, and because driving to the test centre with an overdue test is itself ticketable outside the direct route and appointment justification. Right-hand-drive specifics belong in the preparation: headlamp alignment converted for driving on the right, a rear fog lamp on the correct side, tyres with the right load index, and a speedometer showing kilometres per hour or a clear dual display. A British-market car with miles-only dials can fail, and the retest fee plus the lost week hurt far more than a pre-shipment check.<\/p>\n<p>Insurance is the heavier obligation of the two, because it protects third parties and the criminal law treats it accordingly. <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000048523650\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000048523650\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">Article L. 211-1 of the Code des assurances<\/a> lays down the universal duty: &#8220;Toute personne physique ou toute personne morale autre que l&#8217;Etat, dont la responsabilit\u00e9 civile peut \u00eatre engag\u00e9e en raison de dommages subis par des tiers r\u00e9sultant d&#8217;atteintes aux personnes ou aux biens dans la r\u00e9alisation desquels un v\u00e9hicule est impliqu\u00e9, doit, pour faire circuler celui-ci, \u00eatre couverte par une assurance garantissant cette responsabilit\u00e9, dans les conditions fix\u00e9es par d\u00e9cret en Conseil d&#8217;Etat.&#8221; Note the breadth: everyone whose liability could be engaged, for any motorised land vehicle put into circulation. Driving uninsured, even through simple carelessness, is not a parking-ticket matter but a criminal offence (d\u00e9lit): <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000054724558\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000054724558\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">article L. 324-2 of the Code de la route<\/a> punishes &#8220;Le fait, y compris par n\u00e9gligence, de mettre ou de maintenir en circulation un v\u00e9hicule terrestre \u00e0 moteur ainsi que ses remorques ou semi-remorques sans \u00eatre couvert par une assurance garantissant sa responsabilit\u00e9 civile conform\u00e9ment aux dispositions de l&#8217;article L. 211-1 du code des assurances&#8221;, and the penalty is &#8220;puni de 3 750 euros d&#8217;amende&#8221;, with further additional penalties available to the criminal court and consecutive sentencing where other driving offences were committed at the same time. Take out a French policy the week you arrive, not the week the UK policy expires. Ask the French insurer explicitly whether your UK no-claims history can be recognised, declare the car&#8217;s British origin, its right-hand drive and any modification, and get the green insurance sticker (now the electronic record plus the memo on the vehicle insurance database) sorted before the first school run. Keep proof of cover in the car at all times, because <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000053304279\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000053304279\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">article R. 233-1 of the Code de la route<\/a> requires that &#8220;tout conducteur ou, le cas \u00e9ch\u00e9ant, tout accompagnateur d&#8217;un apprenti conducteur, est tenu de pr\u00e9senter \u00e0 toute r\u00e9quisition des agents de l&#8217;autorit\u00e9 comp\u00e9tente&#8221; the driving entitlement, the registration certificate and the insurance evidence. At a rural checkpoint, the gendarme&#8217;s first three questions are licence, carte grise, assurance, in that order, and hesitation on any of them sets the tone for the rest of the stop.<\/p>\n<p>The declaration you sign for the insurer deserves the same care as the ANTS file, because an inaccuracy can destroy the cover retroactively. French insurance law allows the insurer to seek annulment of the whole contract where the policyholder intentionally misled it about the risk. <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000006792058\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000006792058\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">Article L. 113-8 of the Code des assurances<\/a> provides: &#8220;Ind\u00e9pendamment des causes ordinaires de nullit\u00e9, et sous r\u00e9serve des dispositions de l&#8217;article L. 132-26 , le contrat d&#8217;assurance est nul en cas de r\u00e9ticence ou de fausse d\u00e9claration intentionnelle de la part de l&#8217;assur\u00e9, quand cette r\u00e9ticence ou cette fausse d\u00e9claration change l&#8217;objet du risque ou en diminue l&#8217;opinion pour l&#8217;assureur, alors m\u00eame que le risque omis ou d\u00e9natur\u00e9 par l&#8217;assur\u00e9 a \u00e9t\u00e9 sans influence sur le sinistre.&#8221; Paid premiums stay with the insurer, and the victim is still compensated by the guarantee fund mechanism before the insurer turns back against the annulled policyholder, so the driver who hid something pays twice: no indemnity and a recourse bill. A recent appeal decision shows how unforgiving this is for undisclosed vehicle changes. The insurer Axa discovered after a motorcycle accident that the bike carried an undisclosed additional injection module affecting engine performance and the characteristics shown on the registration certificate; the court of appeal held that the hidden change necessarily altered the insurer&#8217;s assessment of the risk, annulled the policy and ordered costs against the policyholder: &#8220;Prononce la nullit\u00e9 du contrat Moto souscrit par M. [I] aupr\u00e8s de la soci\u00e9t\u00e9 Axa France Iard n\u00b0 10005850804 du 16 mai 2018&#8221; (Cour d&#8217;appel de Versailles, 15 January 2026, RG 23\/07867, <a href=\"https:\/\/www.courdecassation.fr\/decision\/6969ec0bcdc6046d477e2ff1\">full judgment on courdecassation.fr<\/a>). Two protective rules from the same judgment are worth memorising. First, &#8220;La charge de la preuve de cette fausse d\u00e9claration p\u00e8se sur l&#8217;assureur qui s&#8217;en pr\u00e9vaut.&#8221; Second, &#8220;Il incombe aussi \u00e0 l&#8217;assureur de d\u00e9montrer en quoi la fausse d\u00e9claration intentionnelle a chang\u00e9 l&#8217;objet du risque ou en a diminu\u00e9 son opinion&#8221;, a requirement the court traced to the Cour de cassation (Civ. 2\u00e8me, 12 December 2013, pourvoi no. 12-28.829). For a British owner this cuts both ways: declare everything in writing at subscription, the import, the right-hand drive, the remap, the tow bar, the declared value, and keep the questionnaire answers, because silence about a performance change can void the policy after the crash; but if an insurer later cries foul over a trivial omission, make it prove both the intentional falsehood and the changed risk assessment, because the burden is entirely on the insurer.<\/p>\n<h2>II. Stopped with GB plates: fines, impound and how to challenge them<\/h2>\n<p>British plates in a French village are not invisible. Automatic number-plate cameras, gendarmerie patrols and even the neighbourly town-hall clerk can all notice that the same GB car has been parked in the same street for a year. Once the police stop you, the officer works down a short checklist: is the car registered where its keeper lives, is it insured in France, is it roadworthy, and are the papers in order. Each wrong answer is a separate procedure with its own paper, its own deadline and its own appeal route, and confusing them is how winnable cases are lost. What follows separates the three tracks and gives you the challenge method for each.<\/p>\n<h3>A. What the police can write up: unregistered car, no French insurance and the pound<\/h3>\n<p>The lightest of the three tracks, on paper, is circulation without registration. <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000045025490\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000045025490\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">Article R. 322-1 of the Code de la route<\/a>, the same provision that orders owners to apply, closes with the sanction: &#8220;Le fait, pour tout propri\u00e9taire, de mettre en circulation un v\u00e9hicule sans avoir obtenu un certificat d&#8217;immatriculation est puni de l&#8217;amende pr\u00e9vue pour les contraventions de la quatri\u00e8me classe.&#8221; A fourth-class contravention ticket (amende forfaitaire) is the standard outcome at a first clean stop: a fixed fine notice handed over or sent to the keeper, with a reduced amount for prompt payment and an increased amount (major\u00e9e) if ignored. Do not read &#8220;light&#8221; as &#8220;harmless&#8221;.
