Since Brexit, the answer is stricter than most newcomers expect. The United Kingdom is now a third country outside the European Union, which means your car is an imported vehicle in the eyes of French customs, it must clear customs and value added tax before it can be registered, and as a person living in France you must apply for a French certificat d’immatriculation — the registration certificate everyone calls the carte grise — within one month. Miss that deadline, drive without valid cover, or ignore a refusal letter, and you face a fine, the immobilisation of the vehicle, and an insurer who may refuse to pay after an accident.

This guide walks you through the whole chain in order: the customs and tax papers a British driver needs, the one-month registration procedure on the ANTS platform, the type-approval trap that catches right-hand-drive cars, and what to do when the administration says no, the police fine you, or your car is immobilised. Every decisive rule is quoted from the official text in force, with links so you can check it yourself.

I. How do I bring my UK car into France legally after Brexit?

A. What customs and VAT papers does a British driver need when the car arrives from the UK?

The first reflex is to understand that your car crossed an external border of the European Union. Before Brexit, moving a car from Manchester to Montpellier was an intra-Community transfer with almost no border formality. Today, bringing a car from a third country into France is an importation, and importation triggers two separate sets of formalities: customs clearance (dédouanement, the declaration you make to French customs and the proof they give you that the vehicle entered regularly) and value added tax. The registration office will ask for evidence that both are in order before it issues a French number.

Start on the British side before you sail. The British government requires you to tell the DVLA — the Driver and Vehicle Licensing Agency, the British equivalent of the French registration authority — when you take a vehicle out of the United Kingdom for twelve months or more, by completing the permanent export section of the V5C log book. That step matters because it fixes the date from which the car is officially exported, and French customs may ask when and how the vehicle left the UK. Keep the ferry or tunnel booking, the export slip of the V5C, and the purchase invoice together: you will need them twice, once for customs and once for the registration file.

On arrival in France, the tax rule is blunt. Article 291 of the General Tax Code provides that “Les importations de biens sont soumises à la taxe sur la valeur ajoutée”, which means imports of goods are subject to VAT. A car imported from Great Britain after Brexit falls squarely within that wording, because it enters France from a State outside the European Union without having been released for free circulation. The same code fixes when the tax bites: article 293 A states that “A l’importation, le fait générateur se produit et la taxe devient exigible au moment où le bien est considéré comme importé”, so the chargeable event and the moment VAT becomes due coincide with the import itself, declared through the customs declaration. In practice, you declare the vehicle to French customs, pay any VAT due by bank transfer where applicable, and keep the clearance document: without it, the registration application stalls.

One nuance can save you a large bill, so raise it with customs on day one rather than discovering it later. People who transfer their normal residence from the United Kingdom to France can, in certain cases, bring their personal belongings — including a car they already owned and used — under a relief for personal property on change of residence, instead of paying full import VAT. The conditions are strict and documentary: length of prior ownership and use abroad, proof of the move, timing of the declaration, and an undertaking not to sell or lend the vehicle for a period. Do not assume you qualify and do not assume you are excluded; ask the customs office of your new French home for a written position with your file in hand, and keep that letter with the clearance papers. If customs confirms the relief, that document becomes the centrepiece of your registration file. If it refuses, you at least know the amount to pay and the deadline, and you can challenge the assessment with full knowledge rather than under the pressure of an immobilised car.

Organisation decides everything at this stage. Open one folder — paper or digital — and put in it the V5C export slip, the purchase invoice or bill of sale, the transport ticket, the customs declaration and clearance receipt, the VAT payment proof or the relief decision, your passport, your French proof of address, and later the certificate of conformity and the roadworthiness report described below. Every refusal examined in this guide traces back to a missing page in that folder, and every successful challenge starts with producing it.

B. How do I get a French carte grise within one month on the ANTS platform?

Once customs is sorted, the clock runs fast. French law gives you one month to register a foreign vehicle, and the application goes through ANTS — the Agence nationale des titres sécurisés, the national agency that issues secure documents including registration certificates — entirely online, directly or through an approved motor professional (professionnel habilité). There is no longer a counter at the préfecture where you can plead your case in person, which is why the file must be complete at first submission: an online refusal costs you weeks while the one-month deadline keeps running.

The foundation of the whole procedure sits in article R. 322-1 of the Highway Code. It requires every owner of a motor vehicle who wishes to put it into circulation for the first time in France to apply for a registration certificate and to prove identity, and it adds that the owner must be able, at the request of the Minister of the Interior, to prove insurance cover, a driving licence matching the vehicle category, a home address or place of business, and — decisive for British cars — “soit de la conformité de son véhicule à un type CE réceptionné ou à un type national réceptionné, soit que son véhicule a fait l’objet d’une réception à titre isolé ou d’une réception individuelle”. In plain English: either your car matches an approved European or national type, or it has passed an individual approval. For a standard British-market car with a valid European certificate of conformity (certificat de conformité, the manufacturer’s document certifying the vehicle matches its approved type), that box is ticked quickly. For modified cars, grey imports, or older vehicles whose papers are thin, this is where delays begin, and section II.A below explains the fix.

The deadline itself comes from article R. 322-5 of the Highway Code: “Le nouveau propriétaire d’un véhicule déjà immatriculé doit, s’il veut le maintenir en circulation, faire établir, dans un délai d’un mois à compter de la date de la cession, un certificat d’immatriculation à son nom”. Your UK car was already registered — in Britain — and you want to keep it in circulation in France, so treat the date of import, or at the latest the date you established your French home, as the starting point and file within the month. ANTS itself confirms the rule in its guidance for registering a foreign vehicle for the first time: one month from acquisition, whether the vehicle was bought in France or abroad, with the registration certificate identifying the vehicle and authorising it to circulate, and with the holder required to hold the matching licence and to prove insurance. Prepare the standard bundle the agency lists: the cerfa application form, valid identity document, French proof of address less than six months old, the manufacturer’s certificate of conformity or equivalent, the customs clearance and tax position papers from section A, and where applicable a roadworthiness report less than six months old.

While you wait, you are not allowed to drive on expired foreign cover indefinitely. Article R. 322-3 of the Highway Code authorises circulation only under specific provisional documents — a provisional registration certificate (certificat provisoire d’immatriculation, the temporary certificate issued while the definitive one is prepared), a properly completed detachable coupon, a garage certificate, or an equivalent transit document issued by a European Union Member State. Note the trap: the text speaks of documents issued by EU Member States, and post-Brexit British transit paperwork does not automatically qualify. Ask ANTS or an approved professional at once whether a provisional certificate can be issued in your case, and never treat an expired provisional document as a grace period — a court case below shows a car immobilised precisely because the provisional certificate had lapsed.

Finally, remember that registration is not a one-off event. If you move house within France after registering, article R. 322-7 of the Highway Code provides that “Tout propriétaire d’un véhicule soumis à immatriculation doit, dans le mois qui suit le changement de domicile, de siège social ou d’établissement d’affectation ou de mise à disposition du véhicule, adresser par voie électronique une déclaration au ministre de l’intérieur l’informant de ce changement”. British newcomers who rent a first flat, then buy a house six months later, regularly forget this second one-month declaration and discover the omission at the worst moment — during a check or an insurance claim. Update the address on ANTS every time you move, and keep the acknowledgement.

II. What if France refuses, fines or immobilises my UK car?

A. Why was my registration refused and how do I fix the homologation problem?

The most common refusal for British cars is not about customs or tax at all — it is about type-approval (homologation or réception, the official recognition that a vehicle design meets European safety and environmental standards). A car built for the British market may carry a European certificate of conformity that the manufacturer’s French representative recognises without difficulty, in which case registration sails through. But right-hand-drive layouts, headlamp units designed for driving on the left, speedometers graduated only in miles per hour, tow bars or engine conversions fitted after sale, and vehicles whose manufacturer never completed European approval for that exact variant all push the file into the individual-approval track — and that track has its own timetable.

Individual approval (réception à titre isolé, the one-by-one examination of a single vehicle by the regional environment authority, the DREAL, often with tests by the UTAC laboratory) is therefore the standard route for a British car with no usable European approval. Expect a physical inspection, headlamp and lighting compliance, emissions and noise checks, weighing, and sometimes requirements to modify the vehicle — typically headlamp replacement or beam adaptation for right-hand traffic, a speedometer displaying kilometres per hour, and rear fog light positioning. Budget for the inspection fee, the laboratory tests, the parts, and above all the weeks: book the DREAL appointment the day ANTS signals an approval problem, not after the refusal letter becomes final.

The second classic stumbling block is the roadworthiness test (contrôle technique, the periodic safety inspection compulsory for cars over four years old). Article R. 323-22 of the Highway Code requires light vehicles to undergo inspection within the six months before the fourth anniversary of first circulation, then every two years, and before any transfer beyond that point — with the framework in article R. 323-6 defining which vehicles count as light vehicles and who may inspect them. A British MOT certificate does not replace the French inspection for registration purposes, so have the car tested at an approved French centre early and keep the report under six months old. Failures on headlamp aim — the signature defect of an unconverted British car — are the clearest signal that the approval track needs attention before re-filing.

When ANTS refuses, read the letter as a lawyer would: which document is missing, which standard is unmet, and which remedy is stated. First, complete or correct the file and re-submit — most refusals are documentary, not substantive. Second, if the decision states reasons you dispute, file a written informal appeal (recours gracieux, the free request asking the authority to reconsider) to the competent service, attaching the missing or corrected evidence and asking for a reasoned reply. Third, if that fails, the refusal can be taken to the administrative court (tribunal administratif) within two months of notification. Throughout, keep driving within strictly legal cover and keep every receipt, because the courts treat registration as a serious, enforceable obligation — as the following case shows.

The Court of Appeal of Douai gave a vivid illustration on 24 April 2025 in case RG 24/00057. A buyer had received only a provisional registration certificate for a second-hand car; on 25 April 2023, the record shows the vehicle was administratively immobilised because the provisional registration certificate had expired. The buyer sued the selling garage for the definitive certificate, and the court ordered the garage to deliver it: it ordered the garage to deliver the definitive registration certificate for the vehicle under a daily penalty payment, while also awarding a provision for loss and liquidating the earlier penalty. The lesson for British owners is double: an expired provisional document offers zero protection against immobilisation, and judges will enforce the delivery of a definitive registration with penalty payments. If a dealer, importer, or intermediary promised to handle your UK car’s French registration, that promise has teeth — put it in writing, set a date, and use this case law if they stall.

B. How do I challenge a fine, an immobilisation or an insurer who will not pay?

Three shocks typically hit British drivers who got the paperwork wrong: a fine for unregistered circulation, an immobilisation at the roadside, and — worst of all — an insurer refusing to cover an accident. Each has its own rule and its own remedy, and confusing them wastes the short deadlines.

Driving without the certificate is punished directly. Article R. 322-1 of the Highway Code closes with the warning: “Le fait, pour tout propriétaire, de mettre en circulation un véhicule sans avoir obtenu un certificat d’immatriculation est puni de l’amende prévue pour les contraventions de la quatrième classe”. A fourth-class fixed fine is currently 135 euros if paid promptly — but the money is the least of it, because the police may also immobilise the vehicle on the spot and send it to the pound (fourrière, the impound lot where seized vehicles are stored at the owner’s expense). If you receive a fixed fine (amende forfaitaire) you consider unjust — for example because your complete file was pending on ANTS and a provisional document covered you — use the standard contestation route printed on the notice: an exemption request or designation within the stated deadline, then the police court (tribunal de police) if needed. Your file from section I.A is your evidence: customs clearance, ANTS filing receipt, provisional certificate, insurance attestation. Never ignore the notice; an unchallenged fine becomes enforceable and can later block transfers of the registration, while a timely challenge suspends that spiral.

Insurance is the heaviest risk and the one British newcomers underestimate most. Anyone whose liability could be engaged because of a vehicle must be covered before that vehicle circulates — no grace period for newcomers, no tolerance for “my UK policy still runs”. And the criminal sanction is severe: article L. 324-2 of the Highway Code, reproduced for reference in article L. 211-26 of the Insurance Code, provides that “Le fait, y compris par négligence, de mettre ou de maintenir en circulation un véhicule terrestre à moteur ainsi que ses remorques ou semi-remorques sans être couvert par une assurance garantissant sa responsabilité civile conformément aux dispositions de l’article L. 211-1 du code des assurances est puni de 3 750 euros d’amende”, with possible additional penalties including community service, day-fines, licence suspension or cancellation, a ban on driving certain vehicles, and a road-safety course at the offender’s expense. Note the words “y compris par négligence” — even careless uninsured driving is caught.

In practice, take three steps the week the car lands. First, tell your British insurer the exact date the car leaves the UK and ask for written confirmation of the last day of cover abroad — many UK policies limit European use to a set number of days, and that limit may already have bitten. Second, take out French cover before the UK policy lapses, declaring the right-hand-drive layout, the UK registration during the transition, and your British licence history; a French insurer that was told everything has far less room to dispute a claim later. British licence holders should also read our companion guide on the one-year rule for UK driving licences, exchange refusals and insurance, because a licence problem and an insurance problem often arrive together. Third, if a French insurer refuses to insure you or to pay a claim involving the UK car, demand the refusal or reduction in writing with the exact policy clause cited, escalate through the insurer’s complaints service, then to the insurance mediator (médiateur de l’assurance, the independent ombudsman for insurance disputes) — and keep paying attention to the registration file in parallel, since an unregistered vehicle complicates every claim discussion.

If the car is immobilised or impounded, act within hours, not days. Ask the officers for the written immobilisation order and its stated ground, photograph the documents you hand over, and call an approved professional or a lawyer immediately: release from the pound requires proving, at a minimum, valid insurance and either a registration certificate or a recognised provisional document, plus payment of storage fees that grow daily. Then challenge the underlying measure through its own channel — the fine through the criminal route, a customs assessment through the customs objection and appeal route, an ANTS refusal through reconsideration and the administrative court — rather than letting all the disputes collapse into one confused file. Readers settling permanently will also want our guide on which long-stay visa to choose and how OFII validation works, since residence status underpins the address evidence ANTS requires.

Conclusion

Bringing a British car to live in France after Brexit is entirely possible — thousands of British residents drive French-registered ex-UK cars — but it is a three-gate procedure with no shortcuts: customs and VAT first, the one-month ANTS registration second, and type-approval with roadworthiness where the car’s British specification requires it. Insurance must bridge every single day of the transition, because the 3,750-euro offence needs no intent and an uncovered accident can dwarf every other cost in this guide. Build the folder described in section I.A from day one, file within the month, book inspections early, and challenge each refusal, fine, or claim denial through its proper channel with the exact texts quoted above.
