The difficult question is whether the particular vehicle can be shown to satisfy the French technical route for a vehicle designed for traffic on the left. A V5C logbook proves the vehicle\u2019s British registration history; it does not prove European conformity, French reception, customs clearance or the absence of later modifications. The evidence must be built around the vehicle identification number, its exact specification, its lights, mirrors, speedometer, safety equipment and the document issued by the competent French authority.<\/p>\n<p>For a British owner settling in France, the technical file is separate from the customs file. The customs declaration and certificate 846 A deal with the vehicle entering the European Union; the <em>Direction r\u00e9gionale de l\u2019environnement, de l\u2019am\u00e9nagement et du logement<\/em> (DREAL), the French regional environment, planning and housing directorate, deals with conformity; France Titres deals with the registration application. This guide explains the European certificate of conformity (COC), <em>r\u00e9ception \u00e0 titre isol\u00e9<\/em> (RTI), DREAL checks for right-hand-drive vehicles, the evidence to prepare and the remedies available after a refusal. It covers a private individual\u2019s vehicle, not a commercial fleet, a company-creation project or a French property purchase.<\/p>\n<h2>I. Can a right-hand-drive UK car pass French approval after Brexit?<\/h2>\n<h3>A. What do COC, EU type approval and RTI mean?<\/h3>\n<p>The first distinction is between a vehicle\u2019s identity and its technical approval. Article <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000045025490\/2026-04-22\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000045025490\/2026-04-22\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">R322-1 of the French Code de la route<\/a> sets the registration gateway. Its current wording provides: \u201cTout propri\u00e9taire d&#8217;un v\u00e9hicule \u00e0 moteur autre qu&#8217;un cyclomobile l\u00e9ger, d&#8217;une remorque dont le poids total autoris\u00e9 en charge est sup\u00e9rieur \u00e0 500 kilogrammes ou d&#8217;une semi-remorque et qui souhaite le mettre en circulation pour la premi\u00e8re fois doit faire une demande de certificat d&#8217;immatriculation\u201d. The same article requires the owner to be able to establish insurance, the appropriate driving licence, domicile and either conformity to a type approved at European or national level, or an individual reception under Articles R321-6 and R321-15.<\/p>\n<p>This means that the French registration application is not decided by the V5C alone. The V5C identifies the British vehicle, the keeper information and its UK registration history. The COC addresses a different question: whether the manufacturer certifies that the vehicle delivered corresponds to a type that has received the relevant European approval. A UK registration document can exist without a COC usable for a French application, particularly where the vehicle was imported into the UK from a third country, was built for a market-specific specification, has been modified or has no complete European approval record.<\/p>\n<p>Article <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000020572770\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000020572770\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">R321-6 of the Code de la route<\/a> defines the purpose of European reception in precise terms: \u201cLa r\u00e9ception communautaire, dite r\u00e9ception CE, est destin\u00e9e \u00e0 constater qu&#8217;un v\u00e9hicule ou un type de v\u00e9hicule, de syst\u00e8me ou d&#8217;\u00e9quipement satisfait aux prescriptions techniques exig\u00e9es pour sa mise en circulation.\u201d In practical language, a type approval is not a promise that every car with the same badge will be accepted. The COC must correspond to the vehicle\u2019s VIN, body type, engine, emissions configuration, safety equipment and the relevant version of the approved type.<\/p>\n<p>For a UK car, there may be several possible situations:<\/p>\n<ol>\n<li>The manufacturer can issue a European COC for the exact VIN and the vehicle remains in the approved specification. The French file may still require a DREAL examination because of the vehicle\u2019s design for left-hand traffic, but the COC gives the authority a substantial technical starting point.<\/li>\n<li>The vehicle has European approval, but the British version has different lamps, mirrors, instruments or other equipment. The existence of a COC does not make those differences irrelevant. The vehicle may need evidence of conformity after the relevant changes.<\/li>\n<li>The manufacturer cannot issue a usable COC, or the vehicle was never covered by a European type approval. The ordinary route is then a national reception or an individual reception. For an individual owner, that route is commonly called an RTI.<\/li>\n<li>The vehicle has been modified after manufacture: converted headlights, a replacement engine, altered suspension, a body conversion, a kit-car structure or a substantial change to the steering or safety systems. The original COC may no longer describe the vehicle that is presented.<\/li>\n<\/ol>\n<p>Article <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000039278079\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000039278079\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">R321-15 of the Code de la route<\/a> explains the individual route: \u201cAvant sa mise en circulation et en l&#8217;absence de r\u00e9ception CE, tout v\u00e9hicule \u00e0 moteur, toute remorque ou tout \u00e9l\u00e9ment de v\u00e9hicule, toute semi-remorque doit faire l&#8217;objet d&#8217;une r\u00e9ception nationale effectu\u00e9e soit par type \u00e0 la demande du constructeur, soit \u00e0 titre isol\u00e9 \u00e0 la demande du propri\u00e9taire ou de son repr\u00e9sentant.\u201d An RTI is therefore not a decorative certificate added at the end of the file. It is the national technical approval route where an acceptable European reception is absent or cannot answer the conformity question.<\/p>\n<p>The word \u201cright-hand-drive\u201d should also be used carefully. The fact that the steering wheel is on the right is not the same as saying that the vehicle is unsafe or legally impossible to register. It signals that the vehicle was designed around a different traffic direction. The DREAL must be able to verify that the lighting pattern, the driver\u2019s field of view, the mirrors, the rear fog lamp, the speed display and other equipment are appropriate for use on French roads. A vehicle may pass one part of the file and fail another: customs can issue an 846 A while DREAL still requests technical evidence.<\/p>\n<p>The French Ministry\u2019s <a href=\"https:\/\/www.ecologie.gouv.fr\/sites\/default\/files\/documents\/Vous%20voulez%20immatriculer%20un%20v%C3%A9hicule%20en%20provenance%20de%20l%27%C3%A9tranger..pdf\">official imported-vehicle information sheet<\/a> explains that vehicles from a country where traffic keeps to the left may require a reception even when a European certificate of conformity contains a restriction to left-driving Member States. Regional DREAL guidance for vehicles imported from the United Kingdom gives the same practical warning and identifies lighting and fields of vision as points that may be checked. A manufacturer\u2019s general statement that the model is sold in Europe is not necessarily the same as a conformity decision for the particular vehicle. The Ministry\u2019s current <a href=\"https:\/\/www.ecologie.gouv.fr\/politiques-publiques\/homologation-vehicules\">homologation guidance<\/a> also confirms that an individual or isolated reception can apply to a particular imported vehicle.<\/p>\n<p>Ask the manufacturer or its French representative a narrow question before transporting the car: \u201cCan you issue a European COC or an attestation of identification for this exact VIN and this exact UK specification, and does the document describe the lamps, mirrors, speedometer and emissions equipment currently fitted?\u201d Ask for a written answer. If the answer is \u201cthe vehicle is too old\u201d, \u201cthe UK version is different\u201d or \u201cwe cannot identify this VIN in the French database\u201d, that answer should influence the decision to import the vehicle and the budget for an RTI.<\/p>\n<p>Do not confuse four documents:<\/p>\n<ul>\n<li>The V5C is the British registration document.<\/li>\n<li>The COC is the manufacturer\u2019s certificate of conformity to an approved type.<\/li>\n<li>The RTI or its resulting approval evidence is the French individual technical reception route.<\/li>\n<li>The 846 A is the customs clearance certificate for a vehicle imported from outside the European Union; it does not prove technical conformity.<\/li>\n<\/ul>\n<p>The same separation applies to the driving licence. A British licence may allow a person to drive a category of vehicle for a period or under conditions that require separate analysis. It does not make the vehicle technically compliant. Conversely, an RTI does not prove that the driver has the right licence. Keep the vehicle, driver, customs and insurance questions in separate sections of the file so that one document is not used to answer a question it was never designed to answer.<\/p>\n<h3>B. Which DREAL documents and modifications matter for UK cars?<\/h3>\n<p>The strongest DREAL file is vehicle-specific. It lets the authority identify the car, compare it with the technical description and understand every modification made for French circulation. The current DREAL Normandie checklist for a UK-imported vehicle asks for a copy of the title of circulation or an official document proving ownership and withdrawal of the foreign title, a photograph of the 17-character identification number stamped on an irremovable part, a photograph of the manufacturer\u2019s plate, a manufacturer\u2019s attestation of full European conformity and a COC or specimen COC corresponding to the vehicle. It also asks for evidence about the speed indicator, odometer, dipped-beam pattern, rear fog lamp and, for older vehicles, mirrors or an indirect-vision test.<\/p>\n<p>Prepare a colour scan or photograph for every item. The VIN visible through the windscreen is not always the same evidence as the VIN stamped into the structure. Photograph both if the DREAL instructions require the stamped number. Make sure the number is legible and compare it character by character with the V5C, invoice, insurance certificate, COC and customs declaration. One wrong character can make an otherwise complete application look like it concerns a different vehicle.<\/p>\n<p>The manufacturer\u2019s plate and the COC should be read together. Check the mass, axle loads, type designation, engine code, noise and emissions data, number of seats and body category. If the COC was issued for a left-hand-drive version but the car presented is a UK-market right-hand-drive version, ask the manufacturer to state whether the COC still applies. A generic model brochure, a web page and a dealer\u2019s verbal assurance are useful background information but are weaker than a document linked to the VIN.<\/p>\n<p>Lighting is one of the most visible differences. A dipped-beam headlamp designed for left-hand traffic may direct its asymmetric beam in the wrong direction for a vehicle driving on the right. The DREAL guidance says that the beam must be oriented for right-hand traffic and that a sticker which changes the cut-off line is not acceptable. The practical options may include adjustment, replacement optics or a manufacturer-approved lighting solution. Ask the DREAL or the manufacturer what is acceptable for the exact lamp type before paying for a modification. A temporary sticker may be adequate for a short visit in some circumstances, but it should not be assumed to satisfy a French technical reception.<\/p>\n<p>Mirrors require the same care. The driver sits on the opposite side from the position used in a French-market vehicle, and the fields of indirect vision may not be identical. For a vehicle first put into circulation before 26 January 2010, the DREAL Normandie guidance identifies a manufacturer\u2019s attestation or evidence of approval under Directive 2003\/97\/EC, and otherwise a favourable indirect-vision test by UTAC-CERAM at Montlh\u00e9ry. Do not replace mirrors merely because an online forum recommends a particular part. Obtain a written technical requirement and keep the invoice, part number and photographs after the work.<\/p>\n<p>The instrument panel should display speed in kilometres per hour or give the authority a compliant basis to establish the speed indication. The DREAL checklist asks for a photograph of the speed indicator graduated in km\/h and a photograph of the odometer in kilometres or clearly showing miles. This does not mean that a miles display automatically prevents registration. It means that the file must explain how the vehicle provides the required information to the driver and how the actual specification will be checked.<\/p>\n<p>The rear fog lamp and other lamps may also matter. The DREAL guidance asks, for vehicles first put into circulation after 30 September 1990, for evidence of at least a rear fog lamp on the left side. It also asks for photographs showing the lighting result rather than merely a receipt for parts. A photograph taken before the modification does not prove the final beam pattern. Take dated photographs after the work and retain the garage\u2019s description of what was changed.<\/p>\n<p>Right-hand-drive is only one possible technical issue. DREAL can also examine braking, tyres, noise, emissions, glazing, seat belts, identification plates, structural repairs and any conversion. A vehicle that has been used as a competition car, camper conversion, replica or rebuilt vehicle may need a different reception route. A salvage category in the UK, an altered chassis, a missing identity plate or an engine change can create an identity or safety issue that a headlamp adjustment cannot solve.<\/p>\n<p>Article R321-6 also distinguishes a reception by type from an individual reception. The authority is not simply asking whether the car looks like another model. It is asking whether the technical requirements for putting that vehicle or type into circulation have been established. If a manufacturer cannot provide a COC, obtain a written explanation of whether it can issue an attestation, technical data sheet or other identification document. If the answer is no, contact the relevant DREAL before import and ask for its list of documents for an RTI.<\/p>\n<p>The technical inspection is a separate document. The current <a href=\"https:\/\/www.service-public.gouv.fr\/particuliers\/vosdroits\/F12097\">Service-Public procedure for returning to France with a vehicle<\/a> states that a vehicle previously registered in a country outside the European Union may require a French or EU technical inspection, a certificate of customs clearance 846 A and a COC, identification attestation or RTI evidence. The inspection does not replace DREAL approval, and a DREAL file does not replace an inspection where one is required. Plan the order of the steps so that a test is still valid on the date the registration application is submitted.<\/p>\n<p>Never change the vehicle\u2019s configuration without recording the reason. Create a modification schedule with five columns: original part, proposed replacement, technical issue addressed, evidence of approval and photograph after installation. This helps the DREAL identify a lawful correction and prevents an authority from treating an undocumented modification as a new uncertainty. It also helps a buyer prove what a seller promised and what was actually delivered.<\/p>\n<p>Customs origin remains a separate issue. A car assembled in a European country may have been imported into Great Britain from elsewhere, while a vehicle assembled in the UK may satisfy the rules of origin under the EU\u2013UK Trade and Cooperation Agreement only if the product-specific rule and proof requirements are met. The <a href=\"https:\/\/www.gov.uk\/guidance\/introduction-to-rules-of-origin-and-claiming-duties-when-trading-between-the-uk-and-eu\">GOV.UK guidance on rules of origin<\/a> explains that preference requires proof, such as a statement on origin or importer\u2019s knowledge. That evidence may reduce customs duty; it does not create a COC and does not make a headlamp compliant.<\/p>\n<p>Likewise, a customs exemption for a permanent move does not create technical approval. The owner may obtain relief from duty and import VAT and still need an RTI or DREAL conformity evidence. A customs broker who says \u201cthe car has been cleared\u201d has answered one question. Ask the broker, the manufacturer and the DREAL each to identify the document they are responsible for.<\/p>\n<h2>II. What should you do when DREAL or France Titres refuses registration?<\/h2>\n<h3>A. What is the correct file and sequence for a UK car?<\/h3>\n<p>A refusal is easier to avoid when the file is assembled in the order in which the risks arise. A British resident should not buy or ship a right-hand-drive vehicle on the assumption that the registration application will reveal the legal route at no cost. Use the following sequence.<\/p>\n<ol>\n<li><strong>Identify the exact vehicle.<\/strong> Record the VIN, first-registration date, UK registration number, make, model, body type, engine, steering position, country of manufacture if known, seller, owner, finance or lease status and every modification. Obtain the V5C, invoice or signed sale certificate and photographs before the vehicle leaves the UK.<\/li>\n<li><strong>Ask for the technical route in writing.<\/strong> Contact the manufacturer or its French representative for the COC or a written refusal. Contact the relevant DREAL with the VIN and the right-hand-drive specification. Ask whether a COC, an attestation of identification, a European approval review or an RTI is required. Keep the question and answer together in the dossier.<\/li>\n<li><strong>Resolve customs before registration.<\/strong> The French Customs guidance on <a href=\"https:\/\/www.douane.gouv.fr\/fiche\/achat-dun-vehicule-letranger-ou-dans-un-dom-com\">buying a vehicle abroad<\/a> explains that import formalities apply to a vehicle from outside the European Union and that Customs issues the 846 A after clearance. The official <a href=\"https:\/\/www.service-public.gouv.fr\/particuliers\/vosdroits\/F12097\">Service-Public checklist<\/a> identifies the 846 A for a vehicle registered in another country. Keep the declaration, assessment, receipt and any written exemption together.<\/li>\n<li><strong>Complete the DREAL process.<\/strong> Supply the title, VIN photographs, manufacturer plate, COC or technical evidence, lighting photographs, mirror evidence, speedometer and odometer photographs, technical inspection and all requested modification records. Do not upload a generic model file in place of a vehicle-specific document.<\/li>\n<li><strong>Arrange insurance.<\/strong> Article <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000048523650\/2026-04-27\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000048523650\/2026-04-27\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">L211-1 of the Code des assurances<\/a> provides: \u201cToute personne physique ou toute personne morale autre que l&#8217;Etat, dont la responsabilit\u00e9 civile peut \u00eatre engag\u00e9e en raison de dommages subis par des tiers r\u00e9sultant d&#8217;atteintes aux personnes ou aux biens dans la r\u00e9alisation desquels un v\u00e9hicule est impliqu\u00e9, doit, pour faire circuler celui-ci, \u00eatre couverte par une assurance garantissant cette responsabilit\u00e9, dans les conditions fix\u00e9es par d\u00e9cret en Conseil d&#8217;Etat.\u201d Ask the insurer to confirm cover by VIN or registration number, the territory, the period, the temporary-registration stage and the right-hand-drive configuration.<\/li>\n<li><strong>Submit the France Titres application.<\/strong> The application should use consistent ownership, address, VIN, customs and technical documents. Upload the DREAL evidence, 846 A or customs exemption, foreign registration document, technical inspection, insurance and the appropriate form. Save the application number, every upload receipt and every message from the administration.<\/li>\n<li><strong>Use a provisional document only within its terms.<\/strong> Article <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000036755097\/2026-05-06\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000036755097\/2026-05-06\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">R322-3 of the Code de la route<\/a> provides that, by way of exception, circulation may be authorised under a provisional registration certificate and certain other temporary documents. The document has a duration and territorial scope. Expiry, an incorrect VIN or an insurance gap cannot be cured by saying that a registration application is pending.<\/li>\n<li><strong>Fit the correct plates after the relevant authorisation.<\/strong> Article <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000051740218\/2026-06-20\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000051740218\/2026-06-20\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">R317-8 of the Code de la route<\/a> states: \u201cTout v\u00e9hicule \u00e0 moteur, \u00e0 l&#8217;exception des mat\u00e9riels de travaux publics doit \u00eatre muni de deux plaques d&#8217;immatriculation, portant le num\u00e9ro assign\u00e9 au v\u00e9hicule et fix\u00e9es en \u00e9vidence d&#8217;une mani\u00e8re inamovible \u00e0 l&#8217;avant et \u00e0 l&#8217;arri\u00e8re du v\u00e9hicule\u201d. Do not confuse a valid foreign plate, a temporary French document and a permanent French registration.<\/li>\n<\/ol>\n<p>The France Titres file should contain an evidence table. In the first column write the legal or administrative requirement; in the second, name the document already supplied; in the third, state whether the document proves identity, customs, conformity, insurance or ownership. This prevents a common error: attaching the V5C as if it proved the COC, or attaching the 846 A as if it proved the right-hand-drive lighting configuration.<\/p>\n<p>A right-hand-drive checklist should include at least the following questions:<\/p>\n<ul>\n<li>Does the COC identify the exact VIN and the vehicle\u2019s actual UK specification?<\/li>\n<li>Are the dipped-beam headlamps adjusted or replaced for right-hand traffic, and is the final beam photograph available?<\/li>\n<li>Are the mirrors compliant for the relevant date of first registration, or is the required manufacturer evidence or UTAC report available?<\/li>\n<li>Does the dashboard display kilometres per hour or provide the technical information required by the DREAL?<\/li>\n<li>Is the rear fog lamp positioned and operating in a way accepted for the vehicle?<\/li>\n<li>Do the V5C, VIN photograph, COC, insurance and 846 A identify the same vehicle?<\/li>\n<li>Has a previous owner modified the vehicle, and can each modification be documented?<\/li>\n<li>Does the technical inspection remain valid on the date of the France Titres filing?<\/li>\n<\/ul>\n<p>Budget the technical stage separately from the customs stage. A COC or manufacturer attestation may have a fee. An RTI can involve DREAL appointments, technical work, an inspection, a manufacturer report or a UTAC test. Headlamps, mirrors and a rear fog lamp can require parts and professional fitting. Registration tax, plates, insurance, transport and storage are separate costs. A cheap British purchase can become an expensive French registration project if the technical route is not checked first.<\/p>\n<p>Where a dealer advertises the car as \u201cready to register in France\u201d, preserve the advertisement, message, invoice and any statement about COC, customs, conformity or registration. Article <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000032040777\/2026-05-02\" class=\"kohen-legifrance-popup-link\" data-kohen-legifrance-url=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000032040777\/2026-05-02\" data-kohen-legifrance-title=\"Texte officiel Legifrance\" target=\"_blank\" rel=\"noopener\">1103 of the Code civil<\/a> states: \u201cLes contrats l\u00e9galement form\u00e9s tiennent lieu de loi \u00e0 ceux qui les ont faits.\u201d The wording of the promise matters. \u201cEuropean model\u201d is not necessarily a promise of a French COC; \u201call taxes paid\u201d is not necessarily a promise of DREAL approval; \u201cregistration possible\u201d may need to be interpreted with the technical reservations in the contract. The two questions should be handled together in a real file, but they should not be collapsed into one document when a DREAL officer or customs officer has requested different evidence.<\/p>\n<h3>B. How can you challenge a technical or administrative refusal?<\/h3>\n<p>First identify who refused what. A DREAL email requesting a replacement headlamp, a France Titres message asking for a missing COC, a customs assessment, an insurer\u2019s refusal and a seller\u2019s failure to provide a document are different events.
