In this lawyer's view, this new legislative development is doomed to fail. Most of its provisions will be struck down by the Constitutional Council, since they quite simply infringe fundamental rights. In legal terms, intent is often the hardest thing to prove, because it means getting inside people's heads, in a way, and knowing why that person was there at that moment.
